I believe they are more in tune with their senses and intuition yes. In some ways this is a survival mechanism. My neighbor has cows that pasture for example and they know when a storm is coming before it even clouds over and will walk themselves back through the pastures and to the barn area.
I have a dog who is also very whiny prior to storms because he's afraid of the thunder. My late best friend and cat Sam could understand me when I spoke a lot of the time, I'm quite sure of it. Cats are usually pretty aloof, but he would tune in.
My funniest story ever was how he scared my best friend one day on purpose as a prank. Many don't believe me, but a lot of us witnessed it and the timing and his behavior was too perfect to be coincidence.
I was telling a story of a phantom kitty - we had been seeing shadows of a cat walking around that was not our Sam. It was shortly after we moved here. My friend is spooked by stories like that, but we were quite accustomed to some weirdness in the house.
Now Sam never ever meowed and when he did it was a little creaky, broken meow when hungry, never for any other reason. He was sitting under the dining room table close to her chair and when I finished telling the story, he suddenly let out a big booming MEOW. My friend jumped out of her chair and we all laughed. Out comes Sam who promptly sits in her chair and looks all triumphant. LOL - best example I ever witnessed of a "psychic" cat :).
