To read as many books as possible. To watch as many good english films as possible. To be surrounded by people who speak in English and to yourself speak as much English as possible.
I taught English to Thai people for several years. The best way to learn is by practicing and not being afraid to sound foolish or make a mistake. The more you speak and closer you listen, the faster you'll pick up the language. Try to find groups of people to hang out with that speak the language you wish to learn.
Be born to an English couple. Seriously, you can find a lot of ESL [English as a Second Language] tutors. That is a start. As to which one, thats the problem. Like anything else, it is the hard studying that can get you results.
Try and use English at any opportunity. If you make a mistake, don't get upset, laugh about it but learn from it.

Birkenbihl method is the best one, you can find some information on my hub or just search google. I use this method and I can tell it's the best in all dimensions.
According to a survey of ESL teachers, the best method is a class in an English speaking country. The 2nd best is an ESL class in one's native country. And 3rd is online.

It includes movies, TV shows, newspapers, radio, celebrities, and other things. I don't agree with all the methods, however.
There are many great online courses and English learning software. I'll write a Hub about it soon, but Rosetta Stone, Rocket English, and others have very different language learning philosophies, so you should find out what style suits you most.
