If you are not self-publishing (meaning you are submitting a short story or a novel to an agent or a publisher) then the cost should be nothing. If someone charges you to publish your work that is subsidiary publishing (such as Lulu.com) or vanity publishing - either way, with those two methods you incur all costs yourself.
Personally, I would never pay to be published ... Do you pay your boss when you go to work? I should think not. And believe me ... writing is a lot of work if you want to see it published somewhere and read by the masses.
