Such great tips! We just went through this process again. The first time was a disaster for us. We recently found out that our used car purchased in 2011 had not been through mandated emissions since 2009. We have no idea how the dealer got it registered in our name because it's illegal to transfer a non-compliant car. So after investing another $500 in it to try to get it emission compliant, it failed. We were at a crossroads. Pay the estimated $2,000 for another fix, or find something else.

We had an amazing experience at a local dealer. They have been in business for 70 years. We told them what we could honestly afford and they worked with our limited budget. Now we have a safe and reliable car.
