Model 16 basically looks pretty much the same with the first model "the big 4"due to the same identical frame with the exact high ground clearance, but not using the common 79mm x 100mm Norton engine it comes with a smaller side-valve with external valve gear design engine. The model 16 with the same high ground clearance as the big four called the "colonial" model or the Model 17c, while another model 16 but with a lower ground clearance called the "home" model or the model 16H.

In 1929 the saddle tank replacing the old flat tank model and throughout the years several frame change were made. In 1932, the exhaust pipe was moved to the right side of the bike and three years later in 1935; a four speed gearbox was mounted, which already common on some other Norton models.

In 1938 comes a version with a silencer that most Norton owners would consider as the most hideous silencer ever made for a motorcycle, the infamous "cow's udder".
