For many, serving as an officer in the Central Bureau of Investigation (CBI) is a lifetime dream. I had this dream at one time, but not all one's desires can be realized. My unfulfilled desire compels me to help others achieve similar dreams. Here is some information about CBI, its job prospects, and how it recruits people.
Structure of the CBI
While most law enforcement in India is the responsibility of state governments, the Central Bureau of Investigation (CBI) investigates serious crimes with all-India and inter-state ramifications. These include corruption in high places; serious fraud, cheating and embezzlement; and social crime, particularly hoarding, black-marketing, and profiteering in essential commodities. The Central Vigilance Commission (CVC) is the supervising authority in corruption-related cases, and the Department of Personnel & Training (DOPT), in the Ministry of Personnel, Pension and Grievances of the Government of India, is the supervising authority in all other matters. CBI acts as a multidisciplinary agency and has three divisions for investigation of crime:
- Anti-Corruption Division
- Economic Offenses Division
- Special Crime Division
CBI is headed by a Director, assisted by Special Directors, plus additional directors of Special Crime Zones, Economic Offenses Zones, and so on. There are several divisions, including Policy, Admininstration and Training, Legal and Prosecution, and Technical Forensic and Coordination, under the direct control of the Director.

Job Titles and Recruitment at CBI
Ranks or cadres in the CBI hierarchy include:
- Deputy Inspector General of Police
- Senior Superintendent of Police
- Superintendent of Police
- Additional Superintendent of Police
- Deputy Superintendent of Police
- Inspector of Police
- Sub-Inspector of Police
- Assistant Sub-Inspector
- Head Constable
in addition to Office and Technical staff.
Recruitment to Higher Positions
Inspectors of Police and higher cadres are inducted on a deputation basis from police forces of the States and the Union Territories.
CBI also inducts police officers on a contractual basis. Retired or serving officers of the Central/State Police forces, of the rank of Inspector and above, with 10 or more years experience in investigation and prosecution of criminal cases in courts of law, are eligible for an initial one-year contract, extended to a maximum period of three years, as Pairvi Officers. Consolidated salary is Rs 40000/- per month.
CBI also inducts non-police officers on a deputation basis from the banking sector, as Advisors (Banking), a Group A Gazetted Non-Ministerial post in Pay Band 3 (Rs 15600-39600) with GP 7600. Candidates must be 55 years of age or less by the last date of application submission.
Public Prosecutors or Law Officers are also engaged by CBI on a contractual basis, for a one-year period that may be extended for a maximum of three years. Selected officers are paid a consolidated amount of Rs 60000/- per month. Law graduates who have a minimum of ten years experience at the bar conducting criminal cases in the Court of Law, are eligible to apply for the post of Law Officer. Similarly, Junior Technical Officers are also inducted by deputation.
Recruitment by Examination
Recruitment of Sub-inspectors (SI) in the CBI is made through the Staff Selection Commission's (SSC's) annual Combined Graduate Level Examination. Notification for this examination is usually issued by the SSC in the month of October in the "Employment Exchange" and leading newspapers. The written examination is conducted 5-6 months after the notification. The age limit for applicants is normally 18-27 years and the minimum qualification to be eligible for the examination is graduation from a recognized university. Candidates for CBI have to fulfill physical standards: height (157.7 cm), chest size (81 cm), and minimum expansion of the chest (5 cm).
This multi-tier examination includes a Tier I, Tier II, Computer Proficiency Test, and interview. The written examination includes English Comprehension, Numeric Aptitude, General Awareness, and Intelligence and Reasoning Ability.
The Combined Graduate Level Examination is used to recruit Assistants in many ministries, departments, and organizations, not just Sub Inspectors in CBI: Inspectors in the Central Excise Department, Inspectors in the Income Tax Department, Inspectors of Posts, Divisional Accountants, Junior Accountants, Auditors, Upper Divisional Clerks (UDCs), and Tax Assistants.
Promotions at CBI
Sub-Inspectors recruited through SSC are promoted on a time scale based on job performance and annual assessment reports to the post of Inspector of Police. Competitive departmental examinations are also held periodically for promotion of Head Constables to the post of Assistant Sub-Inspector (ASI). Performance on written tests, interviews, and evaluation of service records are taken into account in recommendations for promotion.
