EMP 121 Field Officers(Cash-for-Work) – Mullaithivu – 03 Position
Job
Description
• Conduct community mobilization / sensitization on ACTED’s intervention;
• Conducting regular meetings with stakeholders on project implementation status;
• Field supervision of the rehabilitation of productive infrastructure and assets on a Cash-for-Work basis;
• Ensuring the safety of skilled and unskilled labor during construction / rehabilitation;
• Ensuring proper records of Cash-for-Work beneficiaries and materials delivered to site are kept;
• Reporting to the Program Manager on weekly work progress;
Qualifications
Required
• Degree or diploma in civil engineering / road construction / social studies
• At least 2 years work experience as site supervisor / community mobilize on infrastructure construction and
rehabilitation projects;
• Experience with the Cash-for-Work approach;
• Being a strong team player and adept at creating a strong team spirit;
• Fluent in English and Tamil;
• Strong knowledge of Mullaitivu district (in particular Maritimepattu) and its stakeholders.
EMP 122 Livelihood Officer (Small Enterprise Development) – Mullaithivu – 02 Position
Job
Description
Duties and Responsibilities
• Coordinate with local communities and authorities to select vulnerable beneficiaries for the program;
• Organize the induction of beneficiaries into the program;
• Facilitate business training sessions for beneficiaries, in coordination with training providers;
• Support the beneficiaries in creating business plans;
• Organize the transfer of grants to beneficiaries;
• Monitor the implementation of the beneficiaries’ business plans;
• Travel between the duty stations (Mullaitivu / Vavuniya / Mannar) when requested to do so by Area
Coordinator or line manager.
• Adhere to HAP standards set by ACTED
• Any other task as assigned by the line manager
Qualifications
Required
• A degree or diploma in Social science
• At least 1 years of experience, preferably in NGO / International organizations;
• Familiarity and ability to understand the requirements related to Small Enterprise Development;
• Strong organizational and supervisory / management skills;
• Excellent spoken and written English and Tamil, Sinhala a plus;
• Ability to travel island wide when needed.
EMP 123 Base Manager – Mullaithivu – 01 Position
Job
Description
Payments, advances and voucher management
• The Base Manager (BM) issues all payments and advances at sub-office level up the authorization given.
• The BM prepares all other vouchers and signs them as if he were cashier.
VACANCY ANNOUNCEMENT
Accounting
• The BM keeps cash books and bank books updated on a daily basis by entering accounting entries into
Excel templates using ACTED standard descriptions.
Cash box management
• The BM checks the cash box on a daily basis.
Cash request and forecasting
• The BM submits cash requests to the Area Finance Officer (weekly requests every Friday morning, monthly
requests by the 10th of each month). These cash requests only include the running costs of the base, no
program expenses.
Base Manager’s responsibilities on Finance processes:
• Voucher & Cashbook: filling of voucher(s) & registration of voucher in cashbook;
• Payment: make payments for all items and services which have been approved by the Area coordinator;
• Safe & Cashbook checking: at the end of each day, the cashbook and the safe should be checked and the
balance should correspond;
• Money Transfer Dealing: registration and exchange of voucher reference between Area and Field Office;
• At the end of each month: the balance in the cashbook and in the safe should be checked and the cash
checking statement should be established and signed by the cashier and her area coordinator;
• Quality of vouchers should be checked by the Cashier at the end of each month;
• Ensure the clearance of all advances for the staff, before paying the salary;
• Prepare monthly financial report for field office.
Administration at sub-office level
Staff follow-up
• The BM monitors the attendance and overtime of base staff and submits the relevant tracking sheets to the
Area Administrator twice a month
• Leave requests have to be approved by the Area Administrator. The BM facilitates the process by
transferring requests of base staff to the Area Administrator. The Area Administrator also maintains the leave
follow-up for all Area staff.
• Complete staff personal folders are held and maintained by the Area Administrator. However the BM should
ensure that he has the necessary documents on base to perform his tasks.
Office management
• The BM is in charge of all issues related to the base premises (office, guesthouse…). This includes the
follow-up of rental contracts, repairs and maintenance, management of security guards etc. Contracts should
be approved by the Area Administrator.
• Support staff such as cleaners report directly to the BM. The BM handles the hiring of any required casual
staff as well (temporary drivers etc.).
Recruitment
• The overall recruitment is supervised by the Area Administrator. However, she can delegate part or all of the
process to the BM, as relevant, if it concerns the base specifically – reviewing CVs, arranging or conducting
interviews, etc. Recruitment of lower grade staff (support staff, drivers) will likely be entirely delegated to the
BM.
Liaison with local stakeholders
• Maintaining working relations with stakeholders and in particular local government actors.
• Arranging proper management of ACTED properties;
• Recruitment of staff as requested by the Area Office;
• Control and check attendance sheets for all staff working in the area office;
• Prepare monthly payroll for all staff assigned to the field office.
Logistics at sub-office level
Fleet
• Manage the base’s fleet of vehicles. Including drivers (who report directly to him), allocate vehicles on a daily
basis, ensuring the proper usage of the fleet (log books, fuel consumption, distance run…), maintaining the
vehicles and following up on rental contracts.
• Build up a clear tracking system that enables to locate all base staff and vehicles at any given time.
Inventory and stock
• Responsible for all stock and assets of the base. Ensures the proper management and follow-up of stock and
assets, including producing the relevant delivery bills / waybills, updating stock cards on a daily basis.
Produces monthly reports for stock and asset inventory (as per ACTED standard formats) and submits these
reports to the Area Logistics Officer for checking and consolidation, together with the relevant documentation
(waybills etc.) on a monthly basis.
• Responsible for delivery of materials directly to the site, will be in charge of arranging the
delivery with the supplier. Make sure when materials delivered, the program staff signs the way bill and takes
over the responsibility of the material.
Procurement
• Follow up on order forms issued within the base.
Travel arrangements
• In charge of organizing travel arrangements for staff from base, or for staff visiting the base, as required
(setting up kiss trips, booking train tickets, booking accommodation…).
• Base Manager is directly responsible for the following Logistics processes:
• Follow up all the procurement for the field office by making sure that ACTED’s procurement procedures are
respected at all times and are well documented;
• Follow up on the delivery of the contracted material from the supplier to ACTED office;
• Ensure that all procured material/items for field office are well documented and are registered in the stock;
• Maintain and update the inventory follow up and stock movement record;
• Maintain a proper documentation every time something goes into or out of the stock;
• Maintain a tagging system for all the equipment/materials of the area office;
• Ensure ACTED assets are used with care;
• Maintain a logbook system for all the vehicles/motorbikes and ensure that each trip is registered accordingly
and maintain a system that could eventually alert on when and what type of basic maintenance/services is
needed for each vehicle/equipment.
Safety and Security
• Ensure that ACTED security guidelines and standard operating procedures are well respected for the safety
and security of all the premises, vehicles, trips and etc;
• Brief guards and safety measures for all the premises.
• Adhere to HAP standards as set by ACTED;
• Any other task as assigned by the line manager
• Assist and cooperate on any other duties given by HoD and coordination
Qualifications

• At least 1 years of experience, preferably in NGO / International organizations;

EMP 124 Technical Officer (Shelter) – Mullaithivu – 02 Position
Job
Description
• Plan, schedule and execute technical or non technical related interventions within ACTED’s ongoing projects,
in particular supervise transitional shelter construction.
• Produce designs and BoQs for construction or rehabilitation programs;
• Conduct regular meetings with stakeholders on project implementation status;
• Field supervision of the construction of transitional shelter;
• Ensure the safety of skilled and unskilled labor during construction / rehabilitation;
• Report to the Program Manager on weekly work progress;
Qualifications

• Degree or diploma in engineering / road construction / social studies
• At least 2 years work experience as site supervisor on construction or rehabilitation projects;
• Experience in transitional shelter projects preferred;
• Being a strong team player and adept at creating a strong team spirit;
• Fluent in English and Tamil;
• Strong knowledge of Mullaitivu district (in particular Maritimepattu) and its stakeholders.

Technical Officer (01) –Mullaitivu – 03 Months Offer
The Technical Officer will be responsible for field assessments of damaged housing units,
agricultural and other infrastructure, as well as design, preparation of specifications and BOQs,
coordination of tendering for contractors and supplies, and daily field monitoring and
coordination of all construction works. TO liaise with local authorities, international agencies,
and beneficiaries, as well as prepare technical documentation and ensure that activities comply
with construction standards, regulations, and project documentation.
Minimum NDT (National Diploma in Technology-civil engineering) or NCT (National
Certificate of Technology-Civil engineering) or equal qualification; a minimum of two years of
experience in supervising and monitoring of construction projects with reputed firms; experience
working for an I/NGO is desirable with strong organizational, reporting, and computer literate
with Auto CAD, with an excellent grasp of written and spoken English and fluency in local
languages. Current residents of Mullaitivu preferred.

POSITION DESCRIPTION

Position Length: Short Term
Job Purpose
Conduct technical assessments and oversee technical and construction works for UMCOR
housing repair and shelter projects in Mullaitivu.
Main Duties
· Together with UMCOR Technical Engineer and Technical Officer, conduct individual
household structural assessments and prepare technical documentation and specifications
(technical drawings, technical descriptions, bills of quantity, etc.) for house repair, either
by full labor and material contracts or self help reconstruction methodology by house
owners.
· Daily field monitoring of all construction and technical works at the field site, including
oversight of skilled laborers, ensuring that all activities confirm to accepted building
construction standards and regulations, safety standards of Sri Lanka and are in
accordance with project documentation.
· Provide on-going guidance and oversight for beneficiaries on technical and construction
matters.
· Liaise and coordinate with government authorities, community members, Rural
Development Society of community, implementing partner organizations and
suppliers/contractors as necessary.
· To make sure that ongoing program activities and project implementation running
smoothly in a proper manner and on time
· Ensure compliance of Procurement/Contractual standard operating procedures in project
implementation.
Qualification:
· Minimum NDT (National Diploma in Technology-civil engineering) or NCT (National
Certificate of Technology-Civil engineering) or equal qualification
· A minimum of two years of previous experience in supervising and monitoring of
construction projects
· Willingness and ability to work 100% of the time in the field.
· Good organizational skills to follow project timetable and work as a team member
· Written and spoken English
· Preferred that the applicant be computer literate with Spreadsheets, Word Processing, and
Auto CAD
· Driving license and experience, preferably 4x4 vehicles.

Specific duties

- To interpret between international staff and non-English speakers as necessary in the field.
