I was once a customer of a bank who changed their policies a lot. I once found out the hard way about one of those changes. They decided that if there is Any transaction whatsoever made at the bank counter by a teller, the account would be "hold" until the transaction "clears". This applied to all customers regardless of their circumstances.
So, one day I deposited cash. The account and deposit were "frozen" because of their new policy. They then allowed the outstanding check I made the cash deposit for to clear the next day despite the account's "frozen" status before they allowed my CASH deposit to "clear". Then, they tried to charge me overdraft fees. I don't think so.
