Hi Rogochuks, good question, and an interesting dilemna. You are probably better than qualified than many applicants without direct experience except that so many times the hiring managers breeze through the resumes very quickly focusing on a few select points.
Just make sure that you highlight your HR experience in a cover letter or somewhere at the top of resume including the fact that this is your career goal and why you are the best candidate for the entry level position.
I would also join some HR groups, linked in has some good ones: http://www.linkedin.com/groupsDirectory?results=&a... and start socializing for some great tips.
Another thing that one can do, especially if you have a few spare hours is to do some volunteer work related to HR responsibilities or/and at a company you admire, you just never know what could happen :)
