A good leader is a good leader in any place he may be. Why I say this is because to be a good leader you need to know your people and lead accordingly. Your principles do not have to change but perhaps your own attitude may have to, in order to get the best results. A good leader does not have to be liked but must be respected. A good leader will always display fairness without favorites. That respect can be generated in different ways, depending on the culture of those beneath you, so understanding that culture is essential. So the answer to your question has to be yes, as if he could only display good leadership abilities under one set of circumstances, then I don't think he could correctly be classed as "a good leader" perhaps more a case of being in the right place at the right time.
