    It depends upon jobs availability. If there are vacancies, they get filled automatically. If not, then it will be a headache for both those applying for jobs and those receiving the petitions. You need to create fresh jobs. It implies investment and establishment of new companies or expansion of existing companies through new activities and new workforce. It leads to economic development ultimately

      Frankly, I think it would mean a more accurate idea of how many Americans are still unemployed (well over 7%!)

      Perspycacious, the question is what would happen and not what would it mean. Even though your figuring out it at 7% may be true, it does not answer the question.
