I've lived at 400 Fuller Drive for almost 20 years. It's a red brick house, clearly a residence, on a quiet residential street. Down the block and around the corner is an office building, at 400 Fuller-Wiser Road, which houses, among other businesses, the Federation of State Medical Boards, which licenses doctors all over the country.
I get their mail at least once a week, and more often than that when the school year ends, and hoards of new doctors apply for licenses.
Twice a year, I take a fistful of misdelivered mail over to my local post office, and have a chat with the delivery supervisor. The mistaken mail issue is escalated by the fact that my neighborhood is the training route for new mail carriers, so I have a different one every day. There's a note on my address at the post office, and every time I go in to talk with the supervisor, a reminder goes to the carriers.
I don't think my congressperson or the postal inspector can fix this. Only a change in the numerical address of one building or the other would fix it.
