While I'm still creating my Page about a program I would like to refer people to, I would like to ask is promoting business in a forum considered a spam or not? Captial One 360 has an online banking system similar to Paypal's where it pays YOU $20 to refer people. Plus it gives you a $25 or $50 bonus for opening it. I would like to know if anyone is interested, but I'm afraid that posting a link would be against the rules. What would I have to do?
yes it is spam and spam is reported which results in being banned from HP.

Since we are allowed to put affiliate links in hubs, how do you tell whether to flag a hub as spam?I was hub hopping, and flagged some hubs as spam, then realized they might just be affiliate hubs. When should we flag?
