Do you vote down an answer because you disagree with it?


I have been browsing the Q and Q a bit and have noticed that a lot of people who give very relevant responses are voted down. The conditions are "Please vote up an answer if it adds to the discussion, or vote it down if it does not. You cannot flag an answer, but if an answer receives enough down votes compared to up votes, then it will become hidden." But it appears that hubbers are routinely voting down answers simple because they disagree regardless of whether or not the response "adds to the discussion."
