Why do users from India have to wait for six months before signing up for Google Adsense?

When I joined hubpages using my new g-mail Id and I tried to sign up for Google Adsense, I was told that, since I am from India, I won't be able to sign-up until my account has completed six months. Why are they doing partiality with us? Isn't this discrimination?

Its users from everywhere who must wait six months to sign up for adsense.  If you have an older gmail address or blog you can use that.  It does not care if the emails do not match.

The reason for the delay is to prevent spam accounts from interfering with the process.

There are several regions of the world where Google has noticed they received a LOT of fraudulent AdSense applications regularly.  They've imposed these restrictions or similar ones on all of them.

As they are a private company, and tell you these rules up front, it is not discrimination.  They are setting their business terms and conditions.

I don't think it is just India but most foreign countries as it is difficult to verify who is signing up for it outside of most developed countries.

Google is not very strict with the six month rule, as long as the content URL - whether it is a website or blogspot blogsite or the HubPages  - has substantial original content.

All it evaluates is for good original content and I have seen Indian publishers get adsense approval much, much before six months.

Having said that, Google does have this policy documented in its site and it puts publishers from Asian countries at disadvantage (compared with the publishers from other countries).

While Google is little bit flexible in giving the Adsense approval, it is ruthless in banning the Adsense accounts at the first instance of any violation. I guess it is particularly severe on Asian countries on this.

The flip side is some genuine publishers from these countries is also affected due to the spamming acts of few.

As far as I remember, I too got the approval before six months. I guess on the third month (I can't tell when I was eligible as I discontinued applying for three months after I applied for the first time). But I wasn't notified specifically that I'm from India and that's why it's taking some time. At first I tried more than 10 times but it used to say that problem is with some of the entries. (I don't remember clearly). When I used to submit again without changing the entries, I used to get notified with some other problem!! (It was not clear to me what was the problem). Then I got fed up and quit applying again and again. But then I applied again after 3 months with the same entries and this time it was approved without any obstruction, at the very first time. Oh, and at that time I didn't knew that it takes some time to get the approval. And I'm not sure whether the number of published work is considered or not when you sign up through hubpages. Because when I first applied I had 2 or 3 hubs but after 3 months when I applied I think I had at least 10 hubs. So, I'm not sure (maybe just a coincidence).
