Isn't forums the best place to ask questions related to hubpages?
Yes. In the hubber exchange forum. That is its purpose.
Absolutely. The Hubpages Knowledge exchange and the Complete Hub Makeover forums are where the real learning is at.
Asking questions in "answers" allows people to respond, but the 'asker' can only post one response. It is better to ask questions in the forums if you want to have a conversation or an opportunity to to ask follow-up questions, especially about how HubPages works.
Yes,I also think it is the best place to ask questions related to hubpages. There should be limit to ask certain number of questions.

To date, I have been denied permission to ask and/or answer questions because of revenge? mark downs by disgruntled hubbers. I get blocked for a while, then un-blocked, then blocked again. Also some of my Q&As are deleted by HP staff without notice or a chance to defend my position. The Q&A...

We have related hubs, forums and question columns in the right hand sidebar on every hub that we post. Many times you can see that related hubs are not at all related to the theme of our hubs.I think this damages most of the hubs. (I know these images are not good example but i'm just giving hint...
