I do think a lot of it has to do with how you participate on this site. Keeping yourself "out there" seems to be a large part of it.
Of course I'm sure the quality and quantities of your hubs also matters but, having only one hub yet myself, I'm not sure how much that figures in.
I noticed the same thing but it seems that comments and traffic seem to affect it. I haven't been hubbing long enough to know for certain but from what i have seen so far that's my theory.
