Hub feedback lends itself to the positive. You can vote a Hub up or down. You can then vote it awesome, interesting, funny, beautiful, etc. There are not any negative rating you can add to explain why you voted it down, or even though you voted it up, maybe you thought the grammar was bad, or it was too long. Hub Pages would do well to review the feedback section and add things like, poor grammar, rambles, uninteresting, etc. I could read a Hub, and it could be written flawlessly, but after finishing it. I find that it was not interesting. I would not vote it down, but I would vote it up, and say uninteresting subject matter. Some would say that is a conflict. To a point it may be, but no one seems to like the sliding scale on the Hub Hopper. I am not sure they would like it any better on the actual Hubs. As far as your specific question about funny when the hub is not humorous, some people have an unusual sense of humor. Alternatively, they could think the topic is funny because they did not think it was worthy of being a Hub. It is all very subjective.
