Why does HubPages not allow stories for children?

In the rules it states no hubs with a target age under 13.

What do they mean by targeting children under 13, does this mean no stories for children under 13?

The rules state no stories with a target age under 13. I have wrote several fiction adventure stories I unpublished because I do not want to loose my account. They were space adventures, about discovering lost lands, etc...

As Mistyhorizon said, there is nothing wrong with having hubs targeted toward the PARENTS of under-13's. In your case, for example, "Parents - bedtime stories containing a learning message for kids."
