How can "banned" hubbers comment on hubs or answer questions using their "banned" hubber i.d.?
I've had a couple of banned hubbers either spam hubs (I delete their comments) with political sound bites - or answer questions. How are they able to be active on HP with a banned i.d.?
they may not have been banned permanently. Some folks get banned from forums for example for a short time and they can come back. Also, some people who are banned from publishing hubs are not automatically banned from participating in the community. A "ban" is not always a full, across the board removal from HubPages.
