comments help to enhance your pr and also its help to increase the traffic for you. If some one spamming into the comment do not allow them to get comment there.
Sometimes it's not spam but a legit hubber may go off topic. I do not allow any sort of irrelevant conversations or links in my comment. Also, visitors outside HP hardly leave comments anyway and that's where most of the earnings come from.
I like both, but the traffic is the goal in branding your writing.

I took this path, too. And it was a good start. But, ultimately, the roads diverge to a degree. Hubbers comment more; Google readers boost page views more. And different techniques reach the different audiences.
