You are quite correct, in saying that people usually turn to Internet, searching for answers to questions and relevant information. Probably, HP is trying its best to meet that requirement.

I agree, even I don't see many poems or short stories being published here now as it was a year back. When there was 30 days 30 hubs challenge, many hubbers included their most Creative Content here.
