What is so special about a hub being featured if said status is considered a basic standard?


In most (or all other!) contexts, being featured about or for something indicates an extraordinary achievement or quality of craft. Why, then am I catching whisps of "only 10% of your hubs are featured". And why should one suffer severe or punitive consequences of "only 10%" or "only 15%" of ones hubs are featured. What does this mean? What is this, Kindergarten where "everybody wins and gets a blue sticker! Yay for you!". Being featured should mean something. And the average hubber should not suffer artificial knock down because some "new and improved" algorithm has commanded it so!
