Does linking from one of your hubs to a lesser ranked hub, help that hubs rank?
Backlinks always help. Make sure your link is relevant to the niche of that hub. If not then avoid making those links. As irrelevant links hardly help in case of PR. But in case of hubpages rank, i didn't tried experimenting with irrelevant links. So link only if it's relevant to the hub topic.
If the topics are related, then yes. People may want to take a look at the other hub linked to the one they are reading. It depends on the title.
Backlinks always help, and if your hub happens to be indexed on page 1 of google it'll be a higher quality backlink than if it's a low ranked hub...
