The above is the list of hubbers, you should be able to find it under "explore".
As for a list of new hubbers? Doesn't exist as far as I know. Then again, I could be wrong, but haven't seen a list.
However, having said that, the "about us" link at the bottom of the page will show you staff and in the upper right hand corner you will see a gray box, giving you statistics about HubPages, if that helps any. I doubt it, but figured I'd give it to you anyways.
Cagsil left a link to the listings of Hubs, but what you are asking about, the list of Hub authors by score (it used to be a link called 'hubbers'), has been gone for many months. It was deemed unnecessary by admin. You can no longer search lists of users unless you do some sort of manual name search, and there's no option to search by scores.
That option is long gone, however, at times, you will see a member do a hub with a listing of what you talk about. In the past, it has been a monthly hub/list. As to which member it is who does this, I certainly can not remember.
