I am based in the uk, I was going to submit my tax information but then got confused. I don't understand what the last paragraph means. I just want to understand it before I click submit. Can anyone clarify for me?

I guess it means that if you ever come to the US on vacation, etc. that you can't go anywhere near your hubs or otherwise have anything to do with them while you are here.
Maybe Keith, our resident tax guy, will drop by this thread.

You dont have to depend sorely on the automated system where Hubpages submits your hubs to Google. Cos, Your hub has to reach a certain score (not sure what score exactly) before its displayed on google's first results...
