Is this fix that Indian writer will get the approval from Google Adsence after 6 months or Indian hubber get their approval on the basis of their qulatiy and popularity of the articles.
I believe that if you are in India, Google wants your content, either here or elsewhere, to be at least 6 months old. It is two-fold, however. You also need to have a decent quantity of good quality pages on your hub domain or your website.
I see you've been on HubPages only four weeks. Do you have a blog or another website that is older? If so, you can apply under to Adsense using that web address. If you are accepted, then you can use your Adsense account here on HubPages without waiting for your six-month anniversary. Otherwise, you've got a five-month wait.
