Voting without comments may be meaningless on any forum

I think voting without comments is not meaningful. Can't it be possible that Team HubPages facilitates the commentators for voting only after they have put in their comments. When the commentator submits contents, the voting capsule be made visible with the option if the commentator wanted to vote - say Yes or No, if yes voting window/capsule be visible. It will improve the interface at HubPages.

Depending on how the poll is set up, it will provide ample information without a comment.  I would prefer to let my readers decide whether they want to vote on the poll, and whether they want to comment, separately.

Voting is voting, comments are comments.  I see no problem with just doing one and not the other.

Perhaps if you did not respond to comments so negatively (critiquing the user's profile, telling them they misunderstood your hub etc) you would get more of them.

Fairly often I want to support HP writers but just have nothing to say. I like being able to at least vote their post up. It isn't the same as a comment but it gives them something.
