I frequently get emails from Amazon about special promotions, but never looked into them before. Today I got one about Valentine's day promotions with all the information and links require to add special promotional items to your site. But when I looked into this further, the link with tracker code included, it in HTML and so, as far as I can see, can't be added to a hub.
Does anyone know if this can be done, and if it is within HP's terms and conditions? (I can't find anything about this in the learning center.)

To my knowledge, we cannot implement these special promotions on HubPages, but I'm pinging this thread over to our ad and affiliate pro Marina to check and make sure- she can give the final word on this subject.
Simone's right! Unfortunately, we cannot implement Amazon's special promotions on HubPages. This may be something we support in the future, however.
