Spinning.

    This person has spun one of my wife's articles and used almost the same title. My wife is Lastheart and the person actually had the gall to comment on Lastheart's hub.
    Is spinning in this way copy write infringement?

          Just a suggestion, but I wouldn't make that option available to anyone that knows better than to steal, and a spinner definitely knows that.

          Just file with the site owner or host.  Enough of them and the thief will find themselves without a site to post on, whereas asking them politely to remove it just means they will steal someone else's.
