Trying to create a new hub. The text capsule kept coming up without the top buttons to save or discard content. Has never happened before. My browser is Chrome and operating system is windows 7.
Sorry to hear about the problems you are encountering with a text capsule in your Hub.
I was unable to reproduce the issue you described using Chrome 26.0.1410.43 m and 26.0.1410.64m (the version you are using and the latest stable version of Chrome) in Windows 7 nor in OS X using Chrome 26.0.1410.65.
I could see both the save and discard changes button in all three instances of Chrome.
It sounds like this may be an issue specific to your computer.
I would suggest trying these steps, including clearing your browser cache.
