I firmly believe that Google Adsense occasionally makes arbitrary decisions by disabling an account for inappropriate clicking.
A forum should be provide hearing appeals against such decisions.
Not on HubPages, it shouldn't. HubPages does not own Adsense, does not make any decisions about disabling accounts, or anything else.
Adsense is owned by Google, just as you noted in your post. Go to the Adsense or Google sites; you may find such a section there. You will not find it anywhere else in the world.
