Write more hubs and give them time to age.
Yes, this is good advice. Get your account built up to about 20-30 hubs, and let it get about 2-4 months old. Google does not publish their requirements, so we can't tell you anything exact, but this seems to be the kinds of accounts that are getting approved lately. They seem to be looking for a site that is fairly substantial and stable in terms of the amount of content and the time it has been in existence.
If you apply and get rejected, write some more hubs and let about 2-3 weeks pass before applying again.
