Hello Hubbers. Are we allowed to publish hubs that we have previously posted elsewhere on blogs? If I removed or unpublished them from those other sites (non-commercial), would it be acceptable to publish them here?

You have to remove them from other site before publishing it on hubpages. I would wait 24 hours from deleting and publishing it.
We suggest giving yourself 5-12 days in order to make sure that it is unpublished and to avoid it showing as duplicate.
