I was wondering and eager to hear from hubbers who are earning additional income just by asking questions on hubpages.
It's not worth the effort because questions don't last as long as Hubs and don't pay as well, so you're better off concentrating on Hubs.
If you want a permanent and good amount of income i recommend you to write as many hubs as possible, it helps you earn more money than you get from the questions. Questions might go unanswered or inactive for months or years, but hubs are the real and valuable source of income at hubPages.

In the learning center, it states that 'The Answers section is a place where Hubbers can ask Questions and receive revenue from 60% of the impressions for that page'. Is this information current and up-to-date?
