Under referral traffic it shows 1 trackers, and 0 signups and it shows 147 traffic views. Where are those traffic views coming from?
It would have to be a Hub(s) you shared with the referral tracker in the url.
If you share an article by using the "Link to this Page" button at the bottom of the page, it includes your default referral tracker. Anyone who looks at the hub will count as a traffic view.
You can go in under your user name, MyAccount>Earnings>Referral Trackers and see who has signed up under your referrals. I wrote a hub about how it works.
Peg has given a great explanation. I'd just like to add that you can read more about referrals in the Learning Center entry.
Yes PegCole17 has given a good explanation of these referral trackers. I you also go to the forums and check out some of the questions, I found the information there and only recently.

Trying to see if I understand this correctly. The trackers only work from outside of HP, correct? So if I have a new affiliate tracker on my profile page or in a hub, it's worthless to me, right? And if I link from one...
