I live in Colorado and cannot join Amazon Associates because Colorado is one of the banned states. Is there away around this?

When you have 10 - 20 Hubs written, you can apply for an AdSense account.  When you get that, you can apply for HubPages' Amazon program, and be paid by HP for Amazon sales.  Read the information here and on the side links:

Thanks but that is not the issue. If you live in several states including Colorado you cannot sign up for Amazon Associates due to the fact that those states for tax reasons. I was wondering if there was some way around that and if anyone knew.....

You don't need to sign up for an Amazon Associates account to earn through Amazon on HubPages.  As I said before, what you do need is an AdSense account.  When you get that, then you can use HubPages' Amazon account, no matter what state (or country) you live in.  The details are here:

WF answered you.  If you use the HP Amazon program which you need Adsense account, HP gives you ID, not Amazon.  Your payments are through HP not Amazon like when you have your own Amazon account.  The 2 are two separate entities.  In fact, your sales product clicks etc don't even show up on personal Amazon  account reports.   If you are in  a restricted state, the way to go, the only way, is through the HP Amazon program.
