Would it not make more sense to list topics in a column at the side of the "Explore Hubs" pages, at least on the desktop version of the site? There's no advertising in the grey space at the left or right, so this wouldn't be an issue. It would avoid the need for a user to scroll to the top of a page, every time they want to select a new topic. Perhaps the idea of having text at the top is so that for the casual browser who's never visited the site before, a collection of topics appear in their central vision and it catches their eye. Maybe a fancy header image with a collage of topics would look nice (nothing OTT), with actual clickable links in a column at the left.
