I just noticed that on one of my Amazon sales from the other day, I only earned 2.59% on the sale of an item that was over $950. What's up with that?

Can anyone explain why Arkansas is not eligible to participate in the Amazon Affiliate program? Is there a way around that? Are there other ways I can monetize my hubs?
