It is suggested that you write at least 10 hubs (which are featured) on Hub Pages before you apply for an Adsense account. If you are applying via HP, you do not need to create these pages.
Also depending on your country you may have to wait 6 months (have pages which are at least 6 months old) before you can apply for an Adsense account. You should look this up.
Lobobrandon is correct - it's not easy to get an Adsense account when you're new to the world of online writing.
