It's not showing in IE. Didn't know if it was supposed to or if the feature was removed. Just thought, I throw out the issue if it's supposed to be there.

Thanks for reporting this issue. There is a bug in the css code for IE 7 and IE 8. This will be fixed in the next HubPages update which will happen this week.
I'll post here when the fix to IE 7/IE 8 goes out.
The toolbar does not appear in IE 6. The reason for this is because we use a feature that is only supported in IE 7 and IE 8.
The floating toolbar should now work on IE8 and IE7.
For IE6, it will not appear since it uses a CSS feature that IE6 does not support.

I can find an existing hub on my account page but when I try to feature it on my profile page I can't find it on the menu (as if it doesn't exist)

I couldn't find this on Hubpages somewhere. Does someone knows if it's possible to open a link in another screen? It looks illogical to me not to feature this options, for you lose your reader by using links.
