I got my adsense account about three months ago, before I found about hubpages. The way I got approved was with the start of a blogspot.com blog (a service run by google) and applying for adsense through there. If I remember correctly, they approved me within under 24 hours. I had a few posts on the blog when I applied and did not start the blog for purposes of solely earning with adsense, they were good, quality blog posts.
If you don't have another website, I'd aim to publish 25 good quality hubs before applying and follow HubPages recommendation for applying which you can do here:
