I think you have a wordpress blog, with your own domain. If you do, this would work:
Just Ftp the file to your public_html directory. Be sure not to overwrite anything that you don't wish to modify.
You can upload the file by either using a ftp client or by going to your cpanel and selecting the file manager app.
If you have a site at blogspot.com I'm not sure whether you can upload text files. Though I could be wrong.
No you are right, there is no uploading system for blogspot.
The robot.txt disallowing the web crawler to search the labels that i created only which i think would have no effect on rankings as i saw that on all of other blogspot blogs.
i have to do reading for 3 hours to get this info but now i am satisfied.

I've never had this problem before and have always used Chrome. I try to upload a photo or other image from my saved files and the Hubpages uploader can't do it. This is driving me nuts! Anyone got any answers? Please??...
