I can create a hubpage to promote an Affiliate Program to get Referrals?
You are allowed, but if it's bad/spammy then you'd get a low score on it.
What you need to do is write an informative article about the subject, that will encourage the reader to want to learn more about it.
Then you can provide a link (maximum of 2) within the body of your article in case anybody does want any more information.
If you simply sign up to clickbank and write what looks like a long sales letter then you'd do yourself no favours whatsoever.
Write for fun, the money follows.
