i would like to know if its possible to sign up to an affiliate program that is not listed on the hubpage affiliate page (i.e the one with adsense, kontera etc)using my hub.
You can sign up with any affilites you want.
Just remember, what forms of coding that HubPages allows in a Hub is extremely limited. This has a huge effect on what sort of links you can embed. HubPages also limits outgoing links, so you have to make sure you don't run afoul of those rules either.
If you are attempting to apply to a real affiliate network and a couple of hubs are your only web real estate, your chances are not good that you will be accepted.
If your asking if you can use 3rd party affiliate links (which isnt what your question said) than yes, yes you can, your just limited by hubs standard 2 links per domain rule
