I don't seem to be getting all the notification for my fans ..it's twice I have noticed this, with the same person, if it helps, both times they have published hubs quite close together (I think).
I'm fairly sure the emails are being sent from our side. It is possible they are being filtered out somewhere in the chain before they get to you. You may want to check your spam folder, if you find them there you should be able to white list the hubpages email address to prevent them from being filtered.
