I want to publish few hubs written uniquely by me but they are in Hindi & also want to publish them in Hindi language only,
should I am allowed or not.

Only English. I'd recommend starting a blog if you want to write pages in your own language, since most paid writing/page-making websites I've seen only want English content (I know. It's unfair).
I also think flixya might allow non-English content. (but it's nothing like hubpages. It's more of a shared revenue myspace).
Thank you lisa HW for the link, I hope hubpages will soon introduce the tools of writing in other languages.
