Yes I think so, you just won't get the money in your amazon account until the product is actually shipped.
Yes, I had a lot of pre orders on my Modern Warfare 2 hubs, I got a large amount of money all at once, which was verrrrry nice!
I will give you a little trick about Amazon here. If you put newly released or pre-order products from Amazon, there are SEO advantages for the future. You will get nice traffic from search engines. They actually won't have much competition for specific keywords since people are tend to review already-available products.

It would be really, really nice if the Amazon capsule could display items that Amazon has available for pre-order instead of coming up with nothing.
