Is it proper etiquette to follow someone who has decided to follow you? Are we expected to tit-for-tat?
No, there are loads of people who will spam follow you, or follow you for genuine reasons, but you should only follow tehm back if you truely like their work in my opinion.
Some people expect it, sure. But I wouldn't allow yourself to feel pressured if you don't want to do the tit-for-tat thing (to me it's totally pointless - why follow someone unless you actually want to read their stuff?)
On a related note, I would be really grateful if Hub Pages admin could give people the option of keeping the number and identity of their followers private.
It all depends on you. There is nothing wrong with you re-following your followers.
I only follow those that i think will add value to my learning experience.
