I recently created my first one and I started it at night and finished in the morning. I am quite sure that I didn't click on a "Publish" button, but even before I finished, it was showing 3 visitors. This was embarrassing because it wasn't done yet.
On my second one too, I was extra careful not to hit publish and haven't yet...but it's showing a visitor.
Do I need to take care and create all the capsules of the hub at once for the hub to be "complete"?
That is correct. You can save your work without publishing, but each edit will accrue more pageviews. Purely statistical, no one except you can actually see your hubs until they are published.

I was worried because I thought that people were voting me down because all I had on the hub so far was a picture.
